Woman allegedly kept daughters chained in water closet

EL PASO, Texas (Border Report) – Police in Juarez, Mexico, have arrested a 29-year-old woman who allegedly chained her two daughters in a water closet and left the family home.

Police officers took custody of the girls, aged 7 and 9, after receiving a call from a neighbor Wednesday afternoon, the Municipal Public Safety Secretariat said in a statement. The neighbor told police officers her 7-year-old neighbor had slipped off her chains and came to her for help to free her sister.

The officers entered the home near the corner of Gomez Farias and Juan Mata Ortiz streets south of Downtown Juarez. They found the 9-year-old in the toilet with a chain around her ankle, the municipal police said.  

Officers removed the chain and turned over the girls to a child protection agency in Juarez. They waited for the mother to come back home and arrested Valeria Johana M.M. on charges of domestic violence, neglect of two minors, and imprisonment, the municipal police said.

Valentina Johana M.M. was turned over to Chihuahua state authorities for prosecution.

Police didn’t say if any other adults were living in the home. Mexican authorities do not release the last names of suspects until convicted.
